    Project Engineer (18 months contract)

    Our client is an US Multinational Pharmaceutical Corporation with a new Multi Product Manufacturing Facility start up in Singapore is looking for a Project Engineer (18 months contract) to join their organization.

    Job Description

    • To represent the client during design & construction stages of the project
    • Assume a general project engineering role, encompassing support for a wide range of engineering and construction requirements, as directed by the engineering manager and his technical discipline lead.
    • This role is specifically created in order that there are a range of people available to be directed onto specific challenging areas of the project as required.
    • Such support requirements may cover a range of topics including, but not limited to:
      • Process Design Support
      • Change Control Management (Office and Site)
      • Equipment Package Ownership (full lifecycle – Engineering, Build, Testing (FAT), Installation and Commissioning)
      • Contract Development
      • Documentation (including Project Note) development, review and approval
      • Engagement with the 3D model review & design review process
      • Undertake field reviews of construction implementation
      • Engage in Walkdown, Punchlist and Handover processes
      • Coordination of a multi-disciplinary Engineering team for the Delivery of the TUAS Expansion project
      • Manage and ordinate interfaces between disciplines including CSA, electrical, utilities, HVAC, Process and Mechanical
      • Engage with Third Parties e.g. Contractors, Utility Providers, Insurers, Singapore Authorities to ensure compliance and contribute to a successful project delivery.
      • Ensure that EHS considerations are appropriately addressed throughout the Engineering phase of the project, including but not limited to HAZOP, constructability reviews and risk review studies.
      • With the Project Quality Lead, ensure that the appropriate Quality standards are applied consistent with best practice and internal Quality Standards and expectations
      • Monitor and control Costs and changes to ensure that the project budgets are maintained
      • Communicate effectively and frequently with the engineering lead to maintain overall project reporting requirements
      • With the Project Construction Lead, establish appropriate Field Engineering structures, systems and resources to support the Construction effort (and subsequent phases)
      • Performs supporting operations necessary for start-up of the new manufacturing building in accordance with current Good Manufacturing Practices (cGMP) requirements.
      • Assures that User requirements are incorporated in the design and construction.
      • Support the Commissioning effort in advance of final handover to site functions to undertake Shakedown and Qualification
      • Supports the Project team in knowledge transfer during design and commissioning activities and the Ops readiness Manager during start-up of the plant

    Mechanical & Piping Engineer (M&P Engineer) (18 months contract)

    Our client is an US Multinational Pharmaceutical Corporation with a new Multi Product Manufacturing Facility start up in Singapore is looking for a Mechanical & Piping Engineer (M&P Engineer) (18 months contract) to join their organization.

    Job Description

    • Lead the Mechanical and Piping Engineering design, construction, and commissioning effort.
    • Manage the AE designer and Construction to ensure delivery of a design with respect to the M&P scope in line with industry best practices, within budget and schedule without compromising safety.
    • Liaise with AE equipment package owners to ensure alignment on packages.
    • Manage and approve M&P deliverables from design through commissioning.
    • Develop BIM execution plan with AE.
    • Manage the BIM implementation in a 3D model environment
    • Audit M&P disciplines to ensure compliance with BIM implementation procedure
    • Maintain strong interface with design manager and discipline leads to ensure smooth and co-operative co-ordination through design.
    • Verify that the M&P design input to the 3D model is provided in the required detail to allow the contractor to build the facility with minimum change required.
    • Ensure construction is completed in line with deign intent and documented accordingly
    • Ensure commissioning is completed in line with design intent and documented accordingly
    • Ensure construction and commission standards are upheld in relation to quality and safety
    • Active participation in Project EH&S Program
    • Understanding of Schedule requirements and assisting in coordination/prioritization
    • Understanding of Construction Package scopes and evaluation/approval of changes

    HVAC & Utilities Engineer (18 months contract)

    Job Description

    • Ensure budget and schedule constraints (including change control) are met.
    • Ensure design deliverables are on time to meet the construction schedule
    • Support Procurement Team to ensure equipment packages are awarded on schedule and within budget.
    • Review and approve A&ID/P&ID and check that Singapore Standards, ISPE, EHS and Quality principles are met (provide a robust design that minimizes reworks in the field).
    • Interfaces between vendor packages and AE/D&B contractor’s design match.
    • Support 3D model reviews and provide feedback on maintainability and operability
    • 3rd party requirements (AXA, Utility Providers) are incorporated into design and implemented
    • Timely direction is provided to designers to develop designs in accordance with corporate requirements.
    • To review and approve design deliverables.
    • Generate URS/SOO for HVAC/Utilities and communicate automation requirements to System Integrator and CQV team.
    • Review and approve contractor submissions (functional specifications, equipment selections, shop drawings etc.);
    • Supervise/attend Factory Acceptance Test (equipment FAT/ software FAT);
    • Work closely with system owners, with design team and all stakeholders.
    • Contribute positively to the design, construction and commissioning of the site HVAC & utility systems.
    • Work closely with Automation site team on automation application.
    • Witness commissioning including loop checks, calibrations and functional testing of BMS used to control the HVAC & site utilities;
    • Monitor progress and drive delivery.
    • Troubleshooting and fault finding.
    • Liaising with project management team, project engineers and system owners on a regular basis.
    • Ensure project documentation and handover completeness.
    • Work with commissioning (CQV) and site engineering to ensure successful start-up of facility.

    Job Description

    • To be subject matter expert (SME) on CSA on behalf of client.
    • Coordination of a multi-disciplinary team of CSA Engineering team for the Delivery of the Expansion project
      Act as the Primary interface with CSA engineering providers during the Engineering and construction phase of the project
    • Active participation in design reviews
    • Define expectations to Architectural & Engineering designers and ensure delivery in line with this expectation, including the application of standards and guidelines
